Texas is currently the epicenter of a historic wave of mega-infrastructure developments. Spurred by energy access, vast land availability, and proximity to major tech hubs, global companies are pouring hundreds of billions of dollars into high-performance semiconductor fabs, AI data centers, and supercomputing campuses. The scale of investment is unprecedented, with total announced spending across the state exceeding $200 billion in projects that are actively under construction or in advanced planning.
Terafab | The Tesla SpaceX Intel Semiconductor Mega-Facility
The single largest development taking shape in Texas is Terafab, a joint semiconductor mega-facility spearheaded by Elon Musk combining Tesla, SpaceX, and xAI alongside manufacturing partner Intel. The project follows a dual-site blueprint. The prototype and R&D hub is located on the North Campus of Giga Texas in Austin, handling initial prototype fab testing and silicon development. The full-scale mega-fab is in Grimes County, northwest of Houston, spanning the site of the former Gibbons Creek coal plant across 6,000 acres with a planned 100 million square feet.
Phase 1 alone carries a $16.8 billion investment, with total multi-phase outlays projected to reach up to $119 billion. The facility is designed to output more than 1 terawatt of annual AI compute capacity, producing custom AI chips, memory modules, and packaging under one roof, specifically targeting autonomous inference for Tesla vehicles, Optimus humanoid robots, and orbital AI satellites. Due to its immense power draw, the Grimes County site is being built with its own dedicated on-site natural gas generation plant and massive battery storage systems rather than relying entirely on the local grid.
Stargate and the Hyperscale AI Data Center Boom
Outside of Tesla hardware push, several hyperscale data center projects are actively under construction across the state. The OpenAI SoftBank Stargate project in Abilene and Shackelford County is a $100 billion flagship AI supercomputing hub deploying hundreds of thousands of Nvidia GB200 accelerators across a 4.5 to 7 GW multi-campus rollout. This single project represents one of the largest capital investments in AI infrastructure anywhere in the world.
The Advanced Energy and Intelligence Campus near Amarillo, developed by the Texas University System and Fermi America, spans 5,800 acres near the Pantex plant with 11 GW capacity across 18 million square feet. Long-term plans include small modular nuclear reactors alongside gas and renewables. Data City, Texas near Laredo is a 5 GW campus across 50,000 acres featuring centralized direct-to-chip liquid cooling for high-density Nvidia Blackwell and Rubin clusters. Tract Caldwell County Park provides a 2 GW master-planned park on 1,515 acres between Austin and San Antonio. Vantage Frontier Campus in Shackelford County is a $25 billion, 1.4 GW campus providing custom enterprise data halls for large-language model training.
Why Texas Became the Data and Compute Capital
Texas has emerged as the dominant location for AI infrastructure for three interconnected reasons. First, power independence. High-density AI chips consume unprecedented electricity, and Texas vast natural gas pipeline infrastructure and independent grid dynamics allow projects to build dedicated on-site generation rather than competing for constrained grid capacity. Projects like Stargate and Terafab rely on this advantage to secure the megawatts they need without waiting years for grid interconnection studies.
Second, the central silicon corridor concentrated in Austin, with Tesla Giga Texas, Samsung Taylor Fab, AMD, and Intel, creates an immediate supply chain loop linking chip design directly to local data hall deployment. Third, developers are pivoting legacy infrastructure, buying up decommissioned coal plants like Gibbons Creek for Terafab and open West Texas ranch acreage to take advantage of existing high-voltage transmission rights-of-way that were built for power plants that no longer operate.
The convergence of these factors has made Texas the world compute capital in a way that no other region can match. The offshore AI data center projects and edge computing infrastructure being developed elsewhere serve different use cases. For the massive training clusters that require hundreds of megawatts of continuous power, Texas has become the default location, and the current wave of construction will cement that position for at least a decade.
